Statewide Office on Homelessness and Housing Solutions (OHHS)

The two Continua of Care track the number of Safe Haven beds and report this data annually to the U.S. Department of Housing and Urban Development (HUD) as part of the Housing Inventory Count (HIC).   HUD defines Safe Haven as a form of supportive housing that serves hard-to-reach homeless persons with severe mental illness who come primarily from the streets and have been unable to unwilling to participate in houisng or supportive services.  For purposes of the Housing Inventory Count, Safe Haven is considered temporary and not categorized as permanent housing.

Below is a chart that illustrates the number of Safe Haven beds reported each year from 2005 to 2022, and includes a breakdown of beds on Oahu.   There are currently no Safe Haven beds on the neighbor islands (Maui, Kauai, and Hawaii Island).
